Moody Deserves TimeIn Jail. Not the Senate.

The finding: Ashley Moody sits at the head of a criminal cabal — a circle of corrupt, cheating grifters who treated ten million dollars of Florida's settlement money as their own.

Exhibit 00 / The Ten-Million-Dollar Diversion

Ten MillionDiverted. Not Delivered.

Settlement money meant for the people of Florida was steered to the governor's own charity — then into political committees — on the signature of the attorney general who now wants a seat in the U.S. Senate. This is the flagship exhibit.

    Centene settlement

    $67M Medicaid overbilling accord

The state's settlement with Centene, a Medicaid managed-care giant, was supposed to return money to Florida taxpayers.

  2. 02

    AG's office rewrites the deal

    Taxpayer return cut to $57M

In September 2024 the agreement was changed: the amount returned to taxpayers dropped to $57 million and the amount routed to the Hope Florida Foundation rose to $10 million.

  3. 03

    $10M to Hope Florida

    Casey DeSantis's charity

Centene demanded the settlement state it was being directed by the attorney general to send $10 million to the Hope Florida Foundation.

  4. 04

    Gone in 25 days

    To political committees

Within 25 days of Hope Florida receiving the $10 million, the money was gone — moved to political committees campaigning against the marijuana amendment.

The docket

  1. SEPT 2024

Settlement rewritten to favor Hope Florida

The Centene accord is amended: taxpayer recovery is cut to $57 million while the share routed to Hope Florida climbs to $10 million. Centene insists the wording show the attorney general directing the transfer.

  2. SEPT 2024

    Moody authorizes the $10M transfer

After Guard raises reservations, the deal is re-cast so the Agency for Health Care Administration — not the AG — formally directs Centene. Moody's office signs off; the $10 million heads to Hope Florida.

  3. OCT 2024

$10M lands — and vanishes in 25 days

Hope Florida receives the $10 million. Within 25 days the funds are transferred to political committees opposing the marijuana amendment.

  4. NOV 2024

    The diversion is exposed

State Representative Alex Andrade surfaces the movement of $10 million from the Centene settlement into the Hope Florida Foundation.

  5. JAN 2026

    Grand jury: a 'sophisticated scheme'

A state grand jury finds the DeSantis administration 'misappropriated' $10 million in taxpayer money, calling it 'part of a sophisticated scheme to fund political activities.'

Named in the file

Ashley Moody

Florida Attorney General (then)

The grand jury found Moody was aware of the plan to divert the $10 million and authorized her chief deputy to sign the deal. DeSantis later appointed her to the U.S. Senate.

John Guard

Chief Deputy Attorney General

Raised reservations with Moody, calling the $10 million taxpayer money that 'belonged to the state of Florida,' then signed the settlement anyway.

James Uthmeier

DeSantis chief of staff (later AG)

Maintained the diversion of $10 million in taxpayer money was 'perfectly fine' even as a grand jury found significant wrongdoing.

Alex Andrade

State Representative

Exposed the diversion of $10 million from the Centene settlement into the Hope Florida Foundation.
